However we have also converted several electric LSV's and NEV's from Lead Acid to Lithium. These adopt existing regulations, s I'm no expert with respect to some of your questions. I
got a question from a citizen who is interested in
performing a repower to produce a medium-speed electric
vehicle. The proposed modification would involve a Japanese
import vehicle that may not comply with all federal safety
standards, but the citizen is interested in whether the
intended use as a MSEV has any impact on
titling/registration requirements.
Is
there anyone within your network who has performed this type
of conversion, or do you have general information on
requirements to title and register a converted EV in the
state? I am also checking with our DMV vehicle policy folks,
but given the number of conversions among OEVA members, I
thought you might also be a valuable source of information.

Thank you for your quick response. I
appreciate your advice and I look forward to talking
with Gary as well.
I am interested in exploring both
avenues of developing MSEVs but my current model
involved repowering an existing vehicle. At first I
would like to build a vehicle for personal use. I know
that the Federal regulations currently would prohibit
the sale of MSEVs. Rathe than manufacturing these for
sale, for the time being I would be very interested in
creating an organization that educated and guided
people through the the process developing their own
MSEV. It sounds as though there may already people
doing similar work.
As an example of what I would like
to do:
Vehicle: MSEV (for personal use)
Plan:
1) Do an electric conversion of a
1993 Subaru Sambar (or equivalent) "kei-van" and
Install a speed throttle that will limit it to 35mph
on flat pavement (currently kei vans are not platable
in Oregon but they are in Washington. In the states,
most people associate them with 4x4 minitrucks used on
private property but in Japan they are mainly known as
compact passenger vehicles).
2)Review and translate necessary
documents showing Japanese safety standards and other
specifications that would demonstrate that the
vehicle's crush resistant build is ample. If its
crushproof features were deemed insufficient, install
a custom roll cage and other necessary reinforcements
to guarantee that the vehicle is in compliance with
737-010-0020.
3) submit registration
application.
Questions:
1). Are there special steps
necessary for reclassifying the frame of one of these
imported vehicles through the electric conversion,
speed throttle and addition of any required safety
equipment? As far as I can understand, there is a
minitruck dealership in that puts a 25mph speed
limiter on the vehicles and sells them as Low Speed
Vehicles:

2) Typically JDM Japanese vehicles
are subject to the 25 year rule for importation but it
appears as though a conversion to an LSEV or MSEV
would make it possible to import more recent models.
Is this true?

I am surprised by the lack of specific
information about them available online.
I
understand that the vehicle must meet the
following requirements:
“Medium-speed
electric vehicle” means an electric motor
vehicle with four wheels that is equipped
with a roll cage or a crushproof body
design, can attain a maximum speed of 35
miles per hour on a paved, level surface,
is fully enclosed and has at least one
door for entry. [2009 c.865 §12]
If
I equip my electric vehicle with a roll cage
an and the other required safety mechanisms
and limit it to 35mph on flat paved
surfaces, how do I register it? Can I take
it to a DMV office and have someone inspect
it and pay the $116?
Does
it need to be titled and have a MCO?
If
the titling process require an MCO, how can
I find out about how to become a
manufacturer that can issue one? I read that
people are afraid to sell MSEVs because they
don't conform to federal regulations.
Is
there someone in the DMT or ODOT who I
should contact in regard to these kinds of
questions in the future? Thank you in
