[Caevlist] New Charger in Philomath

Well, it's almost in Philomath. It is close enough to Bald Hill trails to be a viable charging spot while you hike the hill. 

I found the site listed on ChargePoint, but I don't see it on Recargo and the BlinkMap seems to be down at this moment.
