[Caevlist] Conversion project: How much rust is too much?

Hi EV club,
I'm thinking of doing a conversion (to electric) with a vehicle made in the 1950's, but the car has a lot of rust. I'm not worried about the body and interior, I can restore those, the model is popular enough that there are companies selling reproduction parts.  Same with light metal like floor pans, rocker panels, bumpers, etc.
But the frame/chassis... how can I tell if it's too far gone? What can be done to restore a chassis to safe condition? I've heard of restoring a sand-blasting and powdercoating, and of electrolysis. Can anyone recommend some local places that do this kind of work?
